• Origins Unknown: Thousands of art objects were sold, robbed or confiscated and ended up in Germany during World War II. After the war, the Stichting Nederlandsch Kunstbezit (SNK) returned many of the recuperated works of art to their rightful owners on behalf of the Dutch State. Nevertheless, there are still a large number of works of art in the state's custody. These constitute the Nederlands Kunstbezit-collectie (NK collection). In October 1997, the Secretary of State for Education, Culture and Science assigned the Ekkart Committee to carry out a pilot study into the origins of a selection of artworks from this NK collection. The project office Herkomst Gezocht was founded on 1 September 1998, after the conclusion of this pilot study at the behest of the same committee and under the organisational responsibility of the Inspectorate of Cultural Heritage which has one principal task: tracing the original owners of the art objects in as far as this is possible well over 50 years after the end of World War II. The results so far can be found on this website and have been laid down in interim reports. This website allows you to search the database for art objects or family names yourself.

  http://www.restitution-art.cz, displays works of art from public collections in the Czech Republic that come, or may come, from the property of the victims of the holocaust; their original owners mostly perished under the Nazi terror. The Ministry of Culture of the Czech Republic in cooperation with the Moravian Museum has prepared this utility. The work, carried out by the Ministry of Culture, is a part of the research, initiated by the Joint Working Group of the Government of the Czech Republic, pertaining to certain property injustices caused to the victims of holocaust and dealing with Jewish property, Aryanised during the time of holocaust, not returned to their owners after the War, and stolen again by the communist regime. The present list should serve mainly the original owners or, if they are not living any more, to their surviving spouses and offspring, to identify places where they can make a request for the transfer of ownership for the works of art. The list is not, and cannot be, complete; the Ministry of Culture will carry out its further updating in the course of year 2001. Besides state collections, works of art of that origin are also in the collections of the Jewish Museum in Prague.   The Museum Provenance List
  a compilation of museums that have listed works of art in their collections which contain questions and gaps in their provenance between 1933 - 1945. Several museums around the world have worked very hard to compile these lists in order to help Holocaust victims or their families claim artworks that may have been looted from them during World War II. This website attempts to list the artworks in one place in so that claimants do not have to search through several different websites to try to recover lost art. In addition to the database, there are links to museums' provenance lists that have not yet been entered into the database. There are also links to databases that other countries have created that list Holocaust-era works of art that were looted or stolen. If a claimant finds a work of art from the database that once belonged to them or their family, there is a list of restitution organisations designed to help them. Links to websites that contain wartime documents and current research have also been provided. Instead of offering an overwhelming amount of links and information, only the organisations which seem most useful are listed.

  These pages present the J. Paul Getty Museum's continuing research on the provenance (history of ownership) of works in its collection during the period 1933 to 1945, that is, from the rise to power of the Nazi party to its defeat. We publish this information in accordance with the Guidelines Concerning the Unlawful Appropriation of Objects During the Nazi Era adopted by the Association of Art Museum Directors (AAMD) in June, 1998. Provenance research has always been and continues to be a central and often laborious activity of the staff, as it is at most art museums. It serves many purposes, sometimes helping to substantiate an attribution and at all times aiding curators, educators, and scholars to understand the history of collecting and taste. We have published this research in collection catalogues and other publications for many years; the Internet provides another powerful method of distribution.
  Reconstruction of a complete history of ownership for a given work can be difficult and sometimes impossible. Many records of ownership have been destroyed as a result of natural disasters, man-made disasters such as war, and neglect. Information is sometimes withheld by dealers and auction houses at the request of previous owners who wish to maintain their anonymity. Much archival information remains undiscovered or difficult of access. Provenance information we receive or find needs to be treated cautiously, since owners, dealers, curators, and scholars have been known to associate documentary evidence with the wrong object.
  The works published in this section of our website have gaps in, or no provenance for, the period 1933 to 1945. Such gaps in provenance, in and of themselves, are by no means proof that these works were looted during the Holocaust or World War II. We publish this list to open our inquiry further and we welcome any information on the provenance of works in our collection that users of this site can provide. This website will be augmented in the future. We have begun with our paintings and will be adding works from other departments periodically.

  England. Its purpose is to monitor and report upon the detrimental
  effects of the international trade in illicit antiquities (i.e.
  antiquities which have been stolen or clandestinely excavated and
  illegally exported). The volume of this trade has increased enormously
  over the past twenty years and is thought to have caused the
  large-scale plundering of archaeological sites and museums around the
  world. The IARC will bring to the attention of the general public the
  scale and nature of this destruction (see Statement of Intent). It
  will also endeavour to create a climate of opinion which will
  discourage the collection of illicit antiquities by emphasising that
  the true scholarly value of an artefact is irreparably damaged by the
  loss of cultural information which is caused by its unrecorded divorce
  from context. Thus the primary concern of the IARC will be to reduce
  the loss of knowledge caused by the chronic despoliation of sites and
  museums. Issues of object ownership are of secondary interest but are
  nevertheless frequently an inseparable part of the problem.

  fingerprints of the artist who created them. Such crucial evidence
  usually goes unnoticed even by connoisseurs and art experts. Chances
  are your works of art have never been examined by an expert to see
  whether they bear the fingerprints of the artist. If they do, the
  evidence could be used to establish authenticity thus raising their
  value substantially. 
  
  The intentional or accidental use of the hands and fingers in creating
  a work of art provides the perfect opportunity for using fingerprint
  identification in identifying an artist. The use of the term forensic
  is usually connected with crime, legal procedure or academic rhetoric.

  but rather who committed the work of art in question and to put
  forward evidence sound enough to stand up to scrutiny in the community
  of art scholars and art experts or even in a court of law. The value
  of such evidence is extremely high as the probability for the

  The Council for the Prevention of Art Theft (established 1992) is a
  registered charity (No. 1071753) created to promote crime prevention
  in the fields of art, antiques, antiquities and architecture. Working
  through specialist committees, CoPAT identifies, initiates and
  promotes measures aimed at protecting our cultural heritage from
  theft, damage or destruction by criminal activity. 
  
  
  In accepting CoPAT's request for charitable status the Charity
  Commissioners agreed that the Council's work is "undoubtedly of public
  benefit" and pointed, in particular, to the way in which the
  organisation's activities assist "the efficiency of the police",
  "promote good citizenship", and assist "crime prevention in regard to

  Museums and Galleries Commission: 
  The MGC is the national advisory body which exists to safeguard and
  promote the 2,500 museums and galleries in the UK. We have been
  carrying out this task since 1931 and, in 1987, we were incorporated
  under Royal Charter. We are also a registered charity. The Government
  has announced that in April 2000 a new body, provisionally called the
  Museums, Libraries and Archives Council (MLAC), will undertake many of
  the MGC's functions. What do we do? Placed at the heart of the British
  museum community, we have three central roles: to provide expert and
  impartial advice, to raise standards and to act as an advocate for
  museums and galleries throughout the United Kingdom. Through our work
  we aim to safeguard museum collections and to enable people to enjoy
  visiting and using the nation's museums and galleries. How do we raise
  standards? We created a 'quality standard' by launching, in 1988, a
  Registration Scheme. It sets out minimum standards for museums and
  galleries in terms of collection care, public services and management.
  A second phase, with enhanced standards and updated guidelines, was
  introduced in 1995. Though voluntary, we are delighted to report that
  more than 1,800 museums have now achieved Registration. This
  recognition of professional standards, along with a continual
  promotion of 'best practice', has dramatically improved the UK museum
  environment. We also run a scheme called Designation which identifies
  and celebrates pre-eminent collections of national and international
  importance in non-national Registered museums. Details of the
  Designation Challenge Fund can be found in the advice section of this
  website. Caring for our heritage Our conservation experts help to
  improve the quality of care available to collections by providing
  support, advice and information. They encourage new initiatives in
  preventive and remedial conservation and set standards on a national
  basis. Our staff are also concerned with museum and gallery buildings,
  working to ensure that they meet the environmental needs of their
  collections and their visitors. In all of this work we collaborate
  with other agencies such as English Heritage, and the National Trust,
  and with conservation professionals throughout the UK. We also manage
  the Conservation Register, a national database which provides
  information on over 800 conservation practices which meet agreed

  advise museums on how to safeguard their collections. They assess the
  arrangements made by non-national institutions to protect material
  borrowed from national collections and act as advisors on lottery

  heritage We encourage museums to provide the widest possible access to
  their collections. The MGC sets standards and offers guidance in areas
  such as access for disabled people, museum education and exhibition
  development. We are also looking at how museums meet the needs of a
  culturally diverse society. Who pays for our work? The Commission,
  usually known as the MGC, is funded by the Department for Culture,
  Media and Sport. In 1998-99 the MGC has an annual budget of £14
  million. How do we spend our money? In addition to the services we
  provide on behalf of museums, more than 80 per cent of MGC funding is
  allocated in grants. We fund the seven English Area Museum Councils,
  the Tyne & Wear Museums, CHNTO and mda. Two purchase grant funds, the
  MGC/V&A Purchase Grant Fund and the PRISM (Preservation of Industrial
  and Scientific material) Fund, are administered on our behalf by the
  Victoria & Albert Museum and the Science Museum respectively. The MGC

  Looting archaeological sites, stealing artworks from museums and
  ethnological objects from rural areas have become frequent events the
  world over. Every day in countries in the southern hemisphere cases of
  looting of archaeological sites or thefts of artworks are reported
  either by museum professionals or by villagers who are shocked by the
  sudden disappearance of an object that was full of religious
  significance and formed part of their cultural environment. From east
  to west in northern hemisphere countries, in spite of legislation
  protecting national heritage, the looting of archaeological sites
  continues, as well as the theft of artworks from museums, from all
  kinds of historical monuments, castles, public places, and places of
  worship.
  
  
  The Problem of Looting 
  
  
  Round the world there is a problem of the looting of archaeological
  sites
  
  What can be done about this? 
  
  This can best be approached by applying the usual economic analysis,
  and consider first the problems of supply, and then look at demand.
  
  
  First however it is important to emphasise the over-riding importance
  of provenance. To archaeologists, much of the value of any object
  comes from its provenance. We need to know not only where it comes
  from - the site - but where within that site it comes from. Often by
  knowing the layer and exact location we can learn far more about the
  object - its date and use and function. Our overwhelming need as
  archaeologists is to preserve this provenance. 
  
  
  Archaeological Resources
  
   Twenty-four archaeological sites on public land are known to have been
  adversely affected by cleanup activities, or by looting and vandalism
  linked to the spill. This cluster includes projects to excavate,
  stabilize and monitor injured archaeological sites.
  
  
  SHOULD ART BE DESTROYED?
  
  Art, whatever the definition, has certain characteristics. It is
  equivalent to an entity, perpetuating itself across generations. As a
  result, it is permanent. Art also implies certain value claims, about
  the precedence of accumulative creativity over destruction. Permanence
  and accumulation cannot be ethically legitimised. In practice, there
  is a stable geo-cultural structure, of ethnic and national art. This
  structure is not ethically legitimised. The best response is a
  territorial separation of art.

  The United States Holocaust Memorial Museum is America's national
  institution for the documentation, study, and interpretation of
  Holocaust history, and serves as this country's memorial to the
  millions of people murdered during the Holocaust.
  
  The Holocaust was the state-sponsored, systematic persecution and
  annihilation of European Jewry by Nazi Germany and its collaborators
  between 1933 and 1945. Jews were the primary victims --- six million
  were murdered; Gypsies, the handicapped, and Poles were also targeted
  for destruction or decimation for racial, ethnic, or national reasons.
  Millions more, including homosexuals, Jehovah's Witnesses, Soviet
  prisoners of war, and political dissidents also suffered grievous
  oppression and death under Nazi tyranny.
  
  The Museum's primary mission is to advance and disseminate knowledge
  about this unprecedented tragedy; to preserve the memory of those who
  suffered; and to encourage its visitors to reflect upon the moral and
  spiritual questions raised by the events of the Holocaust as well as
  their own responsibilities as citizens of a democracy.
  
  Chartered by a unanimous Act of Congress in 1980 and located adjacent
  to the National Mall in Washington, D.C., the Museum strives to
  broaden public understanding of the history of the Holocaust through
  multifaceted programs: exhibitions; research and publication;
  collecting and preserving material evidence, art, and artifacts
  relating to the Holocaust; annual Holocaust commemorations known as

  couple of years. This book by Harclerode and Pittaway, together with
  Feliciano's The Lost Museum, and Simpson's The Spoils of War, offers a
  lot of background information. Not only about the looting during
  wartime but also about the near impossible struggle to regain stolen
  property after the war was over.
  
  The Lost Masters bears witness to the determination and persistence of
  the survivors of the Holocaust, their families and other individuals
  searching for what was rightfully theirs. It is also a testament to
  the greed and naked self-interest on the part of those trying to
  thwart them. During the period since the war some works of art have
  been recovered, but the number of looted works still missing is huge
  and has a possible value of a staggering US $30 billion!
  
  These books are ' must-read' items, especially for those dealing in or
  collecting art and for numerous museums all over the world that hold
  art with a doubtful provenance. After reading these publications no
  one single museum, collector or dealer will be able to hide behind
  ignorance.

  International Cultural Property Protection
  
    
  
  The United States Information Agency (USIA) is responsible for
  implementing the Convention on Cultural Property Implementation Act
  (the Act). This is the enabling legislation for the 1970 UNESCO
  Convention on the Means of Prohibiting and Preventing the Illicit
  Import, Export and Transfer of Ownership of Cultural Property. In
  accordance with the Act, USIA accepts requests from countries for
  import restrictions on archaeological or ethnological artifacts, the
  pillage of which places their national cultural heritage in jeopardy.
  The Cultural Property Advisory Committee, appointed by the president
  of the United States and administered by USIA, reviews these requests
  and makes recommendations to USIA. Under the president's authority,
  USIA makes a decision with regard to the request and may enter into a
  cultural property agreement with the requesting country. USIA's
  cultural property staff supports these functions and related
  activities and serves as a center of expertise on global cultural

  NEW UN INTERNATIONAL CRIMINAL COURT CAN PROSECUTE
  "CULTURAL" WAR CRIMES IN BOTH INTERNATIONAL WARS AND NON-INTERNATIONAL
  ARMED CONFLICTS 
  
  
  
  The definitive text of the July 1998 Rome Treaty setting up an
  International Criminal Court is now available on the UN web server:

  Contrary to some earlier reports, the jurisdiction of the Court does
  cover war crimes against cultural property under customary
  international law and the Geneva Conventions in both international
  wars  - in Article 8, para.2(a)(ix) and non-international conflicts  -
  Article 8, para.2(e)(iv).
  Earlier uncertainty or confusion on this point probably relates to 
  the view of some delegations that though all of its principles are
  accepted as "Customary International Law" the 1954 Hague Convention on
  the Protection of Cultural Property in Times of Armed Conflict as such
  is still not accepted by sufficient countries for a direct
  cross-reference to the 1954 Hague Convention to be accepted by a
  sufficiently large proportion of the Rome Diplomatic Conference
  participants as a whole.  (The United States of America in particular
  has been especially firm on this specific point throughout the various
  discussions of the past 6 or 7 years.)
  Consequently the much older and less precise, though uncontested,
  wording derived from the 1899 and 1907 Hague Conventions has been
  copied into the provisions of Article 8 of the 1998 Rome Treaty.
  Of course, the Court as such will not come into existence until the
  required number of the 121 States voting for the new treaty actually
  turn their vote into a formal Instrument of Ratification - something
  that's likely to need primary legislation in most if not all
  countries. 
  Also, as usual the new Treaty is not retrospective, so only war 
  crimes etc. occuring after the Treaty comes into force will be 
  subject to the jurisdiction of the International Criminal Court.
  
  
  Become A Steward Of The Past
  
  If you are in the field and directly witness natural or cultural resource damage, artifact theft, or archaeological vandalism in progress, DO NOT confront the vandal(s)! Where possible, observe the person(s) and mentally record any physical or behavioral characteristics; a vehicle description, vehicle license number (including State of origin), date, time of day, and location. A detailed description of equipment and activities observed should also be noted.

  INTERPOL  Cultural Property Program
  Stolen, Seized, and/or Suspect Cultural Property
  
  INTERPOL has been involved in the dissemination of information pertaining to the theft of art and cultural property since 1947, with the main focus being the publication and distribution of INTERPOL international art notices. These notices contain descriptions and photographs pertaining to stolen, seized, and/or suspect cultural property reported by INTERPOL member countries and forwarded to the INTERPOL Secretariat General for world-wide dissemination to member countries, as well as to the United Nations Educational, Scientific and Cultural Organization (UNESCO), International Council of Museums (ICOM), and the World Customs Organization. 
  Through the USNCB, information concerning stolen art and cultural property is maintained in a database and forwarded to various law enforcement (including INTERPOL - USNCB State Liaison Offices) and art organizations throughout the United States. Conversely, the USNCB forwards reports received from United States law enforcement agencies on stolen art and cultural property to the INTERPOL Secretariat General for distribution to police forces of member countries as well as to customs services, museums, art dealers, and others. 
  
  Additionally, the Secretariat General publishes bi-annually a special notice entitled "The Most Wanted Works of Art". This promotes a greater awareness of the theft of art and cultural property. The annual dollar value of art and cultural property theft is exceeded only by trafficking in illicit narcotics, money laundering, and arms trafficking. 
  Should you have a theft to report, notify your local, state, or federal law enforcement agency. It is recommended that the Object ID Checklist developed by the Getty Information Institute be utilized to report the theft. 
  Interpol is committed to combating cultural property crimes and this can only be achieved through mutual cooperation and the rapid exchange of information.
